Housing is a foundation for recovery and overall health. Amador’s Housing & Recovery Support services are integrated with our broader care model, helping you access housing, stay connected to services, and build stability over time. Support may include housing navigation, financial assistance, recovery support services, and help applying for benefits through SOAR.

Supporting Housing Stability, Recovery, and Health

Where you live affects your health. Stable housing, access to care, and community support all play a role in your well-being. In fact, your ZIP code can have as much impact on your health as your genetic code.

At Amador, we provide integrated support to help individuals and families access housing, stay housed, and continue their recovery. This includes housing assistance, recovery support services, and help applying for benefits such as SSI/SSDI through our SOAR-trained team.

How to Get Started

Important: Our housing programs are designed for individuals experiencing housing instability who also have medical or behavioral health needs. Programs have specific eligibility requirements and limited availability, so not everyone who contacts us will qualify. We will do our best to connect you with appropriate resources or next steps.

How We Help

Comprehensive Community Support Services (CCSS)

Housing and recovery are closely connected. Our team provides support to help you stay engaged in care and continue moving forward. We offer hope, help, and healing.

Most staff have special training and credentials related to Medicaid to surround clients with knowledge, skills, services, resources, and supports for recovery, rehabilitation, and resilience.

CCSS may include:

  • Recovery coaching to support multiple pathways to a better quality of life
  • Care coordination for treatment, therapy, and/or medication
  • Plans for safety/crisis, social needs, and self-care
  • Guidance for improved lifestyle habits and life skills
  • Accompany clients to healthcare appointments for better treatment outcomes

Housing Support

We help individuals and families find and maintain stable housing.

These services are intended for individuals experiencing housing instability, often in combination with medical or behavioral health needs.

Depending on eligibility and availability, support may include:

  • Housing navigation and placement assistance
  • Move-in assistance (e.g., application, deposits)
  • Eviction prevention support (e.g., utility arrears)
  • Ongoing housing stabilization services (e.g., home visits)

Benefits Support (SOAR)

For individuals who may qualify, we provide assistance with applying for SSI/SSDI through the SOAR (SSI/SSDI Outreach, Access, and Recovery) process.

SOAR services are typically focused on individuals with disabling medical or behavioral health conditions who are experiencing or at risk of homelessness.

This can help establish income stability, which is often critical for maintaining housing and supporting recovery.


Housing Programs and Assistance

Services are supported through a combination of local and state programs.

Availability and eligibility vary, and not all services are available to all individuals.

  • Linkages Permanent Supportive Housing Program 
    Tenant-based housing support for individuals with serious mental illness who are experiencing or at risk of homelessness and have no/limited income.
    Participants must meet clinical and program eligibility requirements. Vouchers are capped and generally have waitlists.
  • Move-In Assistance and Eviction Prevention (MIAEP)
    Short-term financial assistance of limited amounts to help individuals secure housing or prevent loss of rental housing.
    Typically available to individuals with documented housing instability who are receiving mental health services.
  • Crisis Housing Support
    Short-term assistance for individuals in immediate housing crisis situations after recent psychiatric hospital discharge.
    Priority is given to individuals with urgent needs and qualifying health or behavioral health conditions.
  • Public Housing Authority Apartments
    Staff coordinates applications and tenancy services with Mesilla Valley Public Housing Authority and its property management company at Robledo Ridge.
    Eligibility is according to special needs disability status and income limits.

Harm Reduction* and Personal Safety

We recognize that recovery is not a single path and that safety is always the priority. Our approach includes harm reduction services designed to reduce risk and support health, including:

  • Syringe Disposal/Exchange
  • Narcan education/distribution
  • Safer Smoking Kits Supplies
  • Fentanyl Test Strips
  • Rapid Testing for HCV, HIV, & Syphilis
  • Education about HIV prevention options like PrEP and PEP
  • MOUD (Medication for Opioid Use Disorder) Navigation

These services are offered without judgment and are focused on keeping people safe and connected to care.

*Harm reduction services are supported through state and local funding and are not funded by HRSA’s Health Center Program.

Working with Providers and Community Partners

We collaborate with healthcare providers, behavioral health agencies, and community organizations to coordinate care and connect individuals to housing and support services.
